LABOR ARBITRATION
Mr. Creo arbitrates dozens of cases annually and has issued thousands of Awards since 1980. He was named Editor-in-Chief of Elkouri & Elkouri, How Arbitration Works, BNA/Bloomberg in January 2022.
Experience
Mr. Creo began his work as a neutral in 1979 by apprenticing with several prominent arbitrators in the Pittsburgh area, primarily Samuel Krimsly. Mr. Krimsly has served as the counsel for Jock Yablonsky and District 5 of the United Mineworkers of America for many years prior to becoming an arbitrator. By 1980, Mr. Creo's own caseload developed, especially in the coal industry with appointment on panels in West Virginia, Illinois, Pennsylvania, Kentucky and Indiana. In the 1980s, Mr. Creo's case load developed including schools, county, governmental, and the coal industry. The US Postal Service and its' Unions also retains Mr. Creo for a number of panels.
The Federal Advocates Arbitration Handbook was co-authored with Albert Celmer and published in 1993. Mr. Creo has done a significant amount of federal sector labor arbitration over four decades.

SIGNIFICANT ASSIGNMENTS
Mr. Creo served as a salary arbitrator for Major League Baseball and the Major League Baseball Players Association from 1991 to 1998. He also served as a grievance arbitrator for the National Football League and National Football Players Association to resolve disputes under the collective bargaining agreement from 1995 to 1998. He served as a neutral for the U.S. Senate Select Committee on Ethics, Office of Fair Employment Practices from 1992 to 1997. Case involving a school cafeteria monitor who was terminated for allegedly repeatedly poking students with finger. Claim of gender discrimination was the basis of termination of executive. Claim involving the termination of an employee alleging racial discrimination. Claim by former employee under collective bargaining agreement not retained by successor employer. COMMERCIAL & PERSONAL INJURY ARBITRATION REPRESENTATIVE EXPERIENCE Serves as the neutral third party arbitrator appointed by plaintiff and defense counsel and uninsured and underinsured motorist claims. Serves as the sole arbitrator to decide liability and damages and product liability and personal injury claims. Serves as an arbitrator in medical malpractice and other liability claims against professionals. Often times, the arbitration is subject to an undisclosed High-Low agreement. Serves as the sole arbitrator in claims involving nursing homes and responsibilities of patients for services rendered to them. Serves as an arbitrator and commercial and other business disputes. |
